Cap-Haïtien — March 21, 2026

On the eve of World Water Day, DINEPA Director General Ing. Théophil OSTINVIL came to Cap-Haïtien to visit SOIL's facilities and meet with SOIL's Executive Director Sasha Kramer — a moment of celebration of building a landmark public-private partnership between Haiti's Water and Sanitation Authority and a sanitation service provider. 

This visit comes after the world's first government results-based contract for container-based sanitation services. Through this agreement, SOIL's EkoLakay program is bringing safe toilets and reliable waste collection to more than 4,200 households — over 21,000 people — across the communes of Cap-Haïtien, Quartier-Morin, Limonade, and Caracol. 

Director General OSTINVIL toured SOIL's headquarters and composting waste treatment facilities, learned about our daily operations, and sat down with our management team to reflect on the work that lays ahead in building access to safe sanitation across northern Haiti.
