SOIL and Partners Advance Discussions on Sustainable Financing in Haiti and around the world.

From April 23–24, 2025, SOIL had the privilege of participating in the Outcomes Finance Alliance Summit in Cali, Colombia—an international convening of nearly 200 leaders from 23 countries, focused on advancing the use of outcomes-based financing to drive development outcomes.

The event explored how outcomes-based financing can provide a transparent and results-oriented model for investing in organizations advancing the 2030 Sustainable Development Goals amid global funding constraints.

This year’s summit was organized by a coalition of visionary organizations committed to rethinking the traditional paradigms of development work, including LevocaIDB LabGlobal Affairs CanadaWho Gives a CrapGrand Challenges Canada, the Government of Colombia, among others.

SOIL’s Executive Director, Sasha Kramer, was proudly accompanied by representatives from the Haitian government: DINEPA’s Director of Sanitation, Edwige Petit, and OREPA Nord’s Director Bernadin Poisson. For the first time, both Director Petit and Director Poisson were able to sit down in person with private and philanthropic partners and advocate for the expansion of safe sanitation in Haiti, emphasizing the urgent need for collaborative solutions around this human right.

The active participation of Director Petit and Director Poisson in conversations with funders, international partners, and fellow colleagues helped elevate the profile of sanitation challenges in Haiti. Their contributions were particularly valuable in discussions surrounding the long-term sustainability of SOIL’s EkoLakay household sanitation service. Government involvement in these efforts is fundamental to ensuring continuity and national integration of sanitation solutions in Haiti’s national and regional policy.

SOIL is honored to be at the forefront of reimagining what financing development can achieve through our successful partnership with IDB Lab’s Outcomes for Change (OCF) fund in Haiti. Since the start of this partnership in 2023, SOIL’s team has met every new household toilet installation target set under the results-based financing agreement with IDB Lab. Today, SOIL continues to exceed expectations in new service zones, demonstrating that the demand for safe sanitation is strong and ready to be met.

As we continue rolling out Phase II of our partnership with IDB’s OCF fund in Haiti, our goal is to increase the EkoLakay sanitation service from 3,300 households served to 4,600 households over two years. In doing so, we look forward to increasing access to safe sanitation in northern Haiti and contributing our learned experiences to the global understanding of how innovative financing models can drive systemic change in small-country contexts.
